Finance Director Dick Phebus has worked for the City of Bartlett in the finance office for over twelve years. He was appointed as Assistant Finance Director in August 2011 and assumed the role of Finance Director in July 2012 when a vacancy occurred in that position. Prior to his current position with the city, he had over thirty years’ experience in local government finance as a finance and accounting specialist for The University of Tennessee’s Institute for Public Service (IPS). He worked with both county and city finance officials in his employment with the County Technical Assistance Service and the Municipal Technical Advisory Service.
In 2006, he helped design and implement the Certified Municipal Finance Official program in cooperation with the State of Tennessee Comptroller of the Treasury’s Division of Municipal Audit. That program has since been expanded to include participants for both city and county financial and management officials.
Finance Director Dick Phebus graduate of the University of Tennessee’s WestStar Program and the City of Bartlett Leadership program. He is a graduate of Vanderbilt University where he received a Bachelor of Science and Master’s degree in Electrical Engineering. He is a practicing Certified Public Accountant and holds certificates as a Certified Government Financial Manager from the Association of Government Accountants and a Certified Fraud Examiner from the Association of Fraud Examiners. He lives in Bartlett with his wife, Nita. They have two children and five grandchildren.
